In fact, it’s a good laugh all the way through, while never taking the mickey out of the series – on the matter of the Time Lords, Paul writes:
Their culture discovered time travel, and proceeded to evolve into an austere, arrogant, opulent and dazzlingly gaudy society; imagine ancient Rome combined with Art Deco, combined with a metric shitload of paper mache. So… not a very subtle aesthetic.
They also eventually turned into absolute megalomaniacs and committed some minor war crimes.
