Who is she?

Taken from the latest Waters of Mars Doctor Who trailer, this bit of interference in amongst the scariness of David Tennant whispering “Water always wins” and “BANG! BANG! BANG! BANG!” can quite easily be missed.

Around 24 seconds into the trailer, something strange happens. Viewed like interference or a point of view from a TV set, we see a blonde female apparently holding a small child.
